Question: Power consumption of computer components?

What is the difference in power consumption of a laptop's harddisk and dvd- drive as compared to that of a desktops (3.5 ") HDD and DVD- drive ?

Almost no difference. Typical laptop hard drives use 5400 rpm so they will use less power than typical desktop ones (7200 rpm). As for optical drives, it depends on the write/ read speeds, but for the most part, there is little difference.
